When you save a file as ascii, the same TAD file (which is unreadable in any text editor) now becomes readable. It will also not be protected with your office ID (The office ID is created from the authentication that is carried out at the beginning)
When your file is in the ascii state, you can copy that file and give it over to someone else and they can use it in their office. Without the ASCII version of the file, the other office would need a project.id file from you for them to open it
