This is needed if you want TAD to send collaboration notifications to a Telegram channel. Apart from this ID you would also need to give a project property called TEL_BOT_TOK That would be the token of the bot which is a member of this channel. This token is provided by the BotFather at Telegram. when you create a BOT there.
